Mandated by Congress after the 2017 Navy video disclosures, this unclassified assessment reviewed 144 UAP reports from 2004-2021, finding the government lacked sufficient data to explain the vast majority and explicitly stating it could not rule out unknown, potentially foreign-adversary or genuinely anomalous technologies.
