COMETA Report

The COMETA Report is a 1999 independent French study, formally titled "UFOs and Defense: What Should We Prepare For?", written by a committee of retired French Air Force generals, defense scientists, and aerospace engineers rather than by ufology hobbyists, giving it an institutional weight almost no other UFO document has matched. Its central conclusion was that the extraterrestrial hypothesis was, in the committee's professional judgment, the "most rational" explanation for the small residue of the best-documented, hardest-to-dismiss cases, and it explicitly urged the French government to treat the UAP question as a genuine strategic and defense matter worthy of sustained attention rather than public dismissal. COMETA leaned heavily on GEPAN/GEIPAN's own decades of rigorously documented French case files, including the Trans-en-Provence trace case, as its evidentiary foundation. Published two decades before the U.S. intelligence community's own 2021 ODNI report and the creation of AARO, COMETA is now recognized as the single strongest establishment endorsement the extraterrestrial hypothesis received anywhere in the world before America's post-2017 UAP disclosure era began — a French military and scientific institution, rather than a fringe advocacy group, formally putting its name behind the possibility years before Washington was willing to do the same.
